Has everyone forgotten Josphat Menjo? He had a crazy summer of 2010. Ran a 12:55.95 completely solo. He also ran a solo 26:56.74 for the 10k that same summer. Sounds like he is at the top of the list right now

You seriously think 5k and 10k runners do better in 65-70 degrees? That's slightly too hot, I would say more 55 for 5k and 50 for 10k.
100m-200m: 80, 400: 75, 800m: 70, 1500m: 60, 5k: 55, 10k: 50 assuming that it is decently sunny and average humidity, no wind
You have to realize that once these athletes get done w/ their warm ups, their already fairly warmed up. The key is maintaining the right hydration AFTER the warm up, just in time for the race.
This is just a personal estimate, I'm not sure where you got your empirical data from.
