You must be the dumbest person in your state. Prohibiting discrimination based on age does not mean that you can make legal claims to an age that is not your own. It means that you cannot be ARBITRARILY excluded by reference to age. This order does not eliminate issues of age fraud in any way.

You would surely have to read the regulations to see whether it allows people of any age to attend any public educational institution.
