I would guess it's because they don't dope and aren't focused on those distances as much as the longer ones.
They certainly have people who are capable. I remember recent Japanese high schoolers running 1:44 800, 3:37 1500, 13:20 5k.
Also who was that tiny 16 yo Japanese kid who ran 10.00 recently?
Canadian colleges have foreign athlete restrictions. For XC, two internationals are permitted out of your 6 starters, 4 to score.
I think it's a reasonable approach.

because the world doesn't revolve around running and this will never be an "issue" in college football. heck, basketball has tons of foreign ballers in the ncaa and they get a fraction the amount of complains compared to distance running fans.
