They definitely should introduce weight categories into running. You have weight categories in rowing so there is really zero reason not to have them in running.
There should also be separate World Records for weather conditions - everyone understands that 9.99 in sub-zero Celcius is its own beast compared to 9.99 in 30°C. Not to mention how much even more such differences affect 5000, 10000, HM and beyond.
