It wouldn't make much sense for it to be her if she has short hair, given that she had long hair both at the Kilimanjaro race on March 6 (before Kapsabet) AND at the Lausanne race on April 28 (after Kapsabet)

1) ADAK Kenya for not telling anyone she was provisionally suspended.
2) The athlete for not telling anyone she was provisionally suspended.
What I want to know is who is the person that got the letter that ADAK sent to the athlete saying she was going to be suspended. Someone got it, sent it to someone else, who in turn sent it to us.
So someone was clearly covering up her suspension and someone wanted it to get out. Who did the coverup?

Not recruit overage athletes from well-known doping hotshots.
Perhaps coaches would be less inclined to take these shortcuts if they know they will have to sit out with their doper import.

1. The athlete. Banned from further NCAA competition. Remove all of the athlete's results and retroactively award those athletes affected by her competition their due places and accolades. Send her back to Kenya on the next flight.

This always comes up with so called 3rd world. It's terribly racist and condescending. It belittles all the clean athletes from those nations who value integrity more than their welfare and get cut in line by these cheats.
It's no more shameful than someone from America cheating and taking the prize money and sponsors; if anything, it's worse because a clean athlete with a ticket out of poverty is overlooked and left on the Titanic to drown with no life boat.

And it happened at a half marathon, where doping gets caught much more frequently bc the athletes tend to macrodose. This is why this sport is a joke. Why do they call it an “anti-doping violation”? That sounds like a double negative, like she was suspended for not doping. You never hear about someone arrested for anti-drug crimes.
I think you might be looking at this wrong. Instead of focusing on all those behind her, it might be best to think how kick ass those who beat her are. You should be given a special prize, a solid gold trophy and any time you enter a building you should be celebrated with an announcement: "beat doped kenyan runner in distance championships" And if we are trying to make money for the sport, someone can make a reverse documentary and sell it to Amazon Prime. Can interview those 11 elite athletes, take us through their training up to the race and go through their races in each episode. Might good also to include those who came up just a bit short.

Taking a close look at the Lausanne picture that doesn't appear to be the case here
The braids across her head are hers, the ones hanging from her head are not.
She can go from no hair to long hair whenever she wants. My wife does the same.
Okay you seem to know more on this detail so I'll defer to you.
Lets look again at what we do know from this though:
1. She ran official races at Lausanne and Kilimanjaro as a member of the Bravehearts team, which Bravehearts posted about and highlighted.
2. She does not appear in the results of the Kapsabet half (there was also a 10K, which she doesn't appear in the results of either. There is no video of the 10K)
3. She does not visibly appear in the video of the half.
So there are a few options:
1. She ran in the 10K, of which there is no video and her name was removed from the results because of her refusal to drug test.
2. She ran in the half marathon and made a concerted effort to not be recognized by not wearing the Scott uniform and removing her braids. Her name may have been struck from the results, or she may have run under an assumed name.
So I'm honestly pretty open to GingerLemon's claim that she was running as a bib mule.
Now, does that change the fact that she had a doping violation? Not at all, and the punishment should be commensurate. But I do think it's entirely possible she didn't actually dope, and evaded the test so she wouldn't be caught for muling.
