Strength is speed. Strength is not necessarily a kick.
Hocker ran a ~53 last 400 in the Olympics when it mattered.. Fisher ran > 55 sec. Faster than Hocker in February and the reason Hocker couldn't hang is 100% the reason OP said. Fisher doesn't have a better kick than Hocker. He has better strength. Fisher is a much better 5K runner and only gets beat when his aerobic strength is not used.
This is the same issue with Jacob. Jacob has far more strength than Kerr, or Hocker or Nuguse at the 5K a little more than Kerr and hocker at 2 mile 3k when everyone is peaked. But he doesn't have the leg speed at slightly slower than WR pace for 15/mile. Also all these athletes are really good runners meaning if they race each other and are at different places in their build they will be at different fitness levels at that race. Meaning a favorite for an event may lose because they aren't in peak shape to someone that is closer to their peak shape... This is what makes sports at high levels entertaining. We don't know what will happen till the runners cross the finish line or the final whistle is blown (for other sports). And I hope this never changes in sports world. It's why we can have forums like this and disagree and that is entertainment!
Stop trying to rationalize Hocker’s loss to Fisher.
As Grant said in his post-race interviews - and as any fan of the sport knows - Hocker has the ability to shift into top speed in a split second, and is arguably the best kicker in the world.
But not last Saturday. Last Saturday he lost in a kick to Fisher.
End of thread. Stop wasting your own lives posting nonsense rationalizations on a niche sport message board.
