Honest question - what prevents a program from having 20+ athletes as part of the xc/distance squad, but only declaring and scholarshipping the maximum allowable amount (10 or 17 or whatever) each xc season? The rest basically train/race like a walk-on redshirt. I assume this is how track roster will be formed (even if a school carries 10 or 17 in xc, they would only roster some of those for track, not the full 10/17).
Walk on/redshirts are still members of the team. Some schools may encourage their old athletes to run club until they improve more maybe but you can't be giving team benefits to athletes not on the roster, which is capped.
I will ask the question since you don't seem to understand. You are not cutting women's sports below the new numbers but the new limits are significantly below what schools were allowed to and were previously carrying. If you women's track team and cross country team and soccer team and volleyball team and rowing team and golf team and softball team all have to cut 5 women, that is 35 fewer women's roster spots. But you are claiming that your AD had a revelation about men's XC in midst of all of this. He decides to increase the men's XC roster spots. ut you haven't answered how the heck he can do that while he is forced to cut 35 women's spots. Now please try to answer. You can't.
You can understand how it might be hard to answer the "question" you are "asking" when you aren't actually asking a question in your post. My guess is maybe you just don't understand how this roster cap stuff or title 9 actually works. That's okay, no need to be so aggressive about something you aren't educated on.

The NCAA allows schools to have a max cap of 17 athletes in cross country. Each conference gets to ultimately decide together how much of that cap they want to fill. SEC has chosen 10, Big 10 is between 12-17 depending on the program (no announcements have been made about this but this is what coaches are telling me).
So, if my school originally capped our xc program at 12 men and 15 women they are now allowing us to go up to 17 for both. Other sports, like swimming, are going from 50 athletes to somewhere around 30.
Now here's a math problem for you: 50 - 30 = 20 spots.
So there are 20 spots less than before. XC is adding 7 spots.
Here's another math problem for you: 20 - 7 = 13 spots
So there are now 13 less athletes total in our athletic department. We are saving money on having 13 less athletes. Of course there are other sports like swimming who are losing spots. We are probably looking at cutting close to 50 athletes total. Our athletic department is likely saving money because they are not supporting 40+ athletes anymore. So I guess there are women's spots being cut, but there are also men's spots being cut and added. Our track programs will operate at 45/45, the maximum allowed roster numbers that go into place in 2025.
The NCAA decides the roster caps for all sports ultimately. Then the conferences are able to adjust from there within the parameters given. Because our school is about 50/50 men and women, title 9 doesn't affect us as harshly. I already mentioned that we don't have a football program here so the men/women balance isn't that hard to keep around equal.
I think you just aren't understanding that men's rosters are being cut down as well. I think? You still haven't actually asked a question here.

recruits aren't allowed in most cases (hoops?) to practice with the team, ditto roster cuts. you have to make the team and count for a uniform, budget, roster, title ix, the whole shebang. you can then "redshirt" after the fact for normal or injury reasons if the year turns out a washout of no or few meets. some coaches might tell you up front but most it's like a calculus as the season progresses. a buddy of mine, a soccer starter, played 1 too many games to get an injury redshirt, and was angry the coach didn't let him play the last 2 games when he was healthy again. coach had miscalculated the limit. year burned. only sometimes does a coach carry you for the season in practice but not run or play you at all -- and tell you that upfront. it's kind of a waste of a roster spot. and definitely so in the new era. i cannot imagine there will be much of that kind of stowing away players going forward. not enough fat, even on 17 man. and 10 man you need everyone at peak, healthy, ready to run regionals or nationals.
anyone else worry about the head coach decisions? Take the Sean Carlson's of the world who are cutting out NCAA (some World and All-American level) track athletes to build an XC program..... which by the way is doing dismaly.... and further reduce ops for track athletes in favor of this malarky?
Will all Footlocker finalists get offered a roster spot? Usually, we see that all do. Will it be the same this year?

But let’s say we look at Stanford for example.
I see 17 on their XC roster. 6 are seniors. At a minimum, they need to cut one non senior to go down to 10. That leaves zero spots for somebody new. They would need to cut two to allow one person in. No?

I coach at a D1 and our roster sizes were already 15 women and 10 men. With this new rule we actually get to add 2 women and 7 men..not all D1 schools are screwed here. Can't wait for the portal to open up!

Ok, I read what OP said (10 spots), but it’s actually 17 spots. That’s not a small number. Not big, but not small.

Anyone not officially rostered can't practice with the team or use facilities and presumably can only be NIL'd for any sort of payment (0 athletic scholarship). I wonder if some schools will try to get undeserved academic scholarships to some of their "benched" athletes to try to get around the roster limits.
