Shoes have been gradually getting better forever... Super shoes do not help you that much on a track, they help a lot in the marathon on roads... but the difference on the track is just the difference that any new better shoe has been throughout history...

Okay, if we want to all accept that "technology is constantly improving and there's nothing we can do to stop it", then we need to collectively accept that what swimming did in banning speed suits was wrong. They should not have hindered the progression of technology in the interest of creating a standardized playing field.
I'm not saying one argument is wrong or right, I'm just pointing out what the natural result of that argument logic is. If you think technology progression is OK, then you should be against what swimming did.

The shoes are worth about 1-2 seconds at the WR level in the mile. So, we’d need to see someone running around 3:45 w/o shoes to be even close. There is no one currently at that level that can even run a 3:45 with the shoes. All this talk about more talent, better training, better nutrition in current running generation and can’t even get a runner within 2 seconds with the best running technology in the history of running. Same with 3000m. At WR level the shoes are worth 3-4 seconds. There is no one in the world right now that can run under 7:25 w/o the shoes. Until then, that record is just going to sit there. The 5000m and 10000m the shoes are worth way more which is why we’ve seen those records fall at the world and multiple national levels. Without the shoes, Cheptegei is a 12:45 runner and is behind Geb on the world 10000m list.
Please join most of humanity in recognizing greatness can be relative to your era. I don't think Jim Ryun has dropped a notch on anyone's admiration scale.

anyone racing in any road shoes
maybe anyone with a coach
maybe anyone with a specific diet/strength plan/running plan because well these are all variables that have change over time
