California’s budget deficit is projected to be $24 billion. Florida’s is a $21.8 billion surplus. There’s a reason why Florida is gaining population and California is losing it…by the way, it’s not exactly popular to propose reparations in a 95% non black state and to allow homeless to be lawless.
Texas has a projected $32.7 billion budget surplus. They are figuring out how to spend some of those monies of which lowering property taxes is one area.
Texas relies heavily on sales tax for its budget. That means when there is inflation, tax revenues go up. Texas also gets a lot of taxes from the oil and gas sector. And property taxes are pretty high in TX.
Texas underfunds education (ranked 38th) and social services spending (ranked 42nd).
So, when you spend very little on education and social services and have high taxes on consumption and property in a state where there is strong population growth and rising real estate prices, you can easily get a pretty big budget surplus.
As far as property taxes go NJ is one of the worst, and our roads suck. Some of the local school systems are excellent, but after the kiddos are out of school it hardly seems worth it. I liken it to a country club with high dues, if you use the services it can be nice, and seem worth it. After a while though you realize you are simply funding a broken system.

Essentially all the states collect some combination of property taxes, sales tax, and income tax. And they provide public schools, public roads, and public safety. So if you don't want to pay these taxes, decide which of the three expenditures you want to defund. Or, you can resolve to be a freeloader and let other people pay your way.
Cities, counties, states/provinces, towns and countries set numerous tax laws to:
1) raise revenue;
2) encourage behavior;
3) discourage behavior.
People are not fools for living in a state in which they must pay more than 2% property tax. If a person has a skill which requires an individual to live and work in New Jersey or Illinois, and said skill will not be compensated anywhere near what a person will get paid in New Jersey or Illinois, a person, most likely will live in New Jersey or Illinois during their working years.
Eg. It is better to work at Chicago Board of Trade for one million dollars per year than to live in Alabama and earn zero dollars per year for some people.

Heh, that's BS. We certainly don't 'get what we pay for' in California. The roads are full of trash, the medians are unmowed and untaken care of. I did a road trip last October from my home in San Jose, CA to Maine and back again. One thing I noticed is that California, for all the gotdam money we pay in gasoline tax for highways, we get ZERO flocking maintenance of our roads. It's disgusting to see the trash lining the freeways here. I now call this place Trashifornia. Makes me wanna puke. Why do all those other states in between CA and ME have the ability to take care of the medians and pick up the trash and CA doesn't?!

Property taxes are pretty insidious. Where I live in CT, home values have risen so much there are some old timers getting priced out because of the taxes. That is ridiculous. There needs to be basic protections that the property taxes can only go up so much relative to inflation.
If you move to an area and buy your homestead you shouldn't suffer because other people decide they want to move there.

People in California would of course argue that legislation like Prop 13, while protecting long times owners from being taxed out of their home, also keeps supply exceedingly low which ends up raising the value of homes overall. Clearly no easy answers.

Not capped relative to inflation, but in MA property tax revenue on existing structures can't go up by more than 2.5%/year without a vote by the city/town (the real world affect is that most of the time the tax rate goes down but the amount everyone pays goes up). Even with those protections, the old timers complain that they're getting priced out. They also complain about any new development, which is the main way a town can increase revenues.

I'm not sure you could have chosen a worse example. I have no desire to live in Florida, but FL roads are generally in much better condition than those in the Northeast. This probably has to do more with climate than with property tax rates.
It is also telling that your adult kids have chosen to live in "low tax states," despite their awareness of what you have in New York.

(9) United States The term “United States” when used in a geographical sense includes only the States and the District of Columbia.
(10) State The term “State” shall be construed to include the District of Columbia, where such construction is necessary to carry out provisions of this title.
So the term "State" includes DC but is not equivalent to DC. Otherwise, why would they specify plural "States" in the previous entry? And why would they refer to "States" and CD separately? And a US citizen is
