Soccer is not that popular in Qatar. Pro games in Qatar get barely a thousand fans and women never attend soccer games. Soccer is one of the most popular sports in Qatar, but it is nothing like the popularity in Europe, or the Americas.
World Cup TV is being careful not to show fans because Qatar has a dress code for female fans and will prosecute anyone who is seen on TV not wearing proper "modest" attire.
Qatar bought the world cup because the Saudis and the Emirates have been in a dick measuring contest. They have all spent the last two decades building giant towers and floating resorts. They try to get sporting events like tennis, golf, grand prix, T&F etc. to pretend like they are just as important as any European or American capitol and not some bizarre mirage in the desert where all their money can cover up the fact that they still have the same social structures and mores that they had when they were just a bunch of nomadic tribes in the 1950s when oil companies discovered that you could jam a broomstick into the sand and oil would come pouring out.

If this is a deliberately ironic post then it's a brilliant one.
One of the "best" narratives of the Qatar bid was that it was the aforementioned Hassan Al Thawadi constantly plugging how the World Cup was going to be used to showcase the "new" Qatar to the world and how it was going to show that the "new" Qatar was a progressive and accepting place to live and culture.
All that did though was reinforce an underlying theme with FIFA in general which is/was how these guys covered up (justified) corruption with this veil of "the improving of....." In 2010 it was "We are bringing to the World Cup to Africa to grow the game and improve the lives of all Africans". In 22 it's the exact same thing.
So to your post, you are fundamentally right - if you choose to hold a world cup somewhere you should follow the laws of that country. I don't think anyone believes Qatar should change their laws/constitution just for a soccer tournament. The question is why you should even need to be in a position to even contemplate that. But then again maybe FIFA is all about anti-homosexuality and gender inequalities - then it's our choice to support them through watching their product (the WC) I guess.
