For an 89 year old it is. At that age, a standard medical test is the "Timed Up & Go" (TUG), which is basically getting out of a chair by yourself and walking a few feet. Heck, the world record 5k for a 90+ is only a hair under 30 minutes. Grassley seems to be doing fine, and he's also an old-school (i.e., decent human being) Republican who still tries to exert some kind of a moderating influence on his party.
Anyway, I do think it's fair to argue that 89 is categorically too old, partly because the voters aren't really in a position to assess whether someone is the rare individual who is still on top of his or her game at that age. But for better or worse, there's never been an expectation that senators step down when they're old. That's partly, I suspect, due to the Senate traditionally being a place where relationships and institutional knowledge can matter as much as a quick and energetic mind.

Sorry, I don't believe it. Do you know any 89 year olds? There is no way he is either mentally sharp or physically fit. He is probably barely able to live on his down. (And he probably doesn't live on his own.)

The types of things a senator or a congress member does in their professional life are totally skill-additive barring no really serious cognitive disorder. Skill and experience can easily trump youth, academic background, and less experience. Now, whether they can keep from going corrupt, or selfish and indifferent to normal people after a year or two in politics is a completely different thing.
I personally think the knowledge and skills old people take with them when they die is one of the worst things about death.
