As others have mentioned, there are three key aspects to this conversation:
1) knowledge of your environment: if you can't evade (not just flatly outrun) whoever is *actively* pursuing you, you have no chance of escape.
2) above knowledge should be used to get off the roads.
3) being able to hold a 6:15-7:00 pace with some short bursts (2-3x50-100m) should cover the spread in most paces
4) most cops won't shoot unless you've done something violent
Now for my piece - there's only one way to know for sure:
Most cops will chase you if you verbally harass them enough. Asking them what their relationship with their kids is like, oinking at them, asking them if they hit their wife hard enough for her to keep her mouth shut (yes this goes for female cops, too; I've yet to meet one that isn't married to a woman) - all of these should be enough bait to get them to want to talk to you. Baiting them into a chase is as simple as stringing the conversation out while you're walking away while facing them. Bolting into a run and insinuating involvement with criminal activity that you have not actually been involved with (I recommend vehicle theft or property damage i.e. "why don't you try stopping me from stealing a car out of this neighborhood"). Without actually attempting to commit a crime (don't try a car door handle) you should be in the clear *if* they catch you.

yes i out ran the Chinese police. one week ago during covid lockdown, nobody is allow on the street but i was out jogging, suddenly a police car emerged from the opposite direction i was going and turned around to start chasing me. I've seen those videos online in which they make the victims they CATCH do confession, SO i accelerated and turn into a smaller street and finally lost the cop....

What kind of shoes is the officer wearing? Are they male or female? The cop gear -- pistol, lapel radio, utility belt, maybe a club, etc would slow them down. Anyone who is fit enough to run a half mile under 2:10 could probably get away. They'd get a surprise start, and would need to be close to 30 seconds for the first 200.
The officer's first move would be to call for backup, making it likely they'd probably get you anyway. Hey, if this is in Eugene you can make clever use of the alley streets.

Under Sadiq Khan't, the police in London are trained to run away from the criminals.
