Where is the lie? The quote is still true today.
The masks are still for infected people to help prevent them from spreading the infection, rather than protecting the uninfected from acquiring the infection.
For the uninfected wearer, they are not "really" effective in keeping out the virus, but might provide some "slight" benefit in (keeping) out gross droplets.
Also, the science has changed a lot since Feb. 5th, 2020.
