Thanks for the clarity. If you have time or desire to respond a bit further...If no criminal charges are forthcoming, what are Salazar’s professional coaching options once his four-year WADA ban is complete? Could he move up the road to Vancouver, BC and set up a running group? Will he be free to coach non-US nationals anywhere in the world outside the States? Could an athlete hire him as a "lifestyle adviser" and remain eligible to compete at DL & international events (w/ Salazar absent)?
This was discussed at length in the thread a few weeks ago about Salazar.
While Salazar is serving his doping ban, athletes under WADA's umbrella (so basically any USATF member or member of any NGB in any country) cannot train with him or they risk getting in trouble.
SafeSport bans do not have that same provision. There are no SafeSport punishments for athletes training with coaches ineligible because of SafeSport, though they could not use any USATF/USOPC money to pay that coach. The ban is that he cannot participate in anything under the USOPC's umbrella... for example, he cannot coach, compete, officiate, etc, at USATF sanctioned events, he could not register as a USATF club and get their insurance, etc. He is not prohibited from spectating at USATF events, but event organizers could kick him out if they want.
SafeSport only applies within the US, but I think if he tried to go to Canada, Athletics Canada would likely declare him ineligible from joining their organization. But if another country wanted to hire him, the SafeSport ban does not stop that from happening, unlike the doping ban.
There is nothing stopping him from being a HS coach, college coach, AAU coach, etc, other than I doubt any schools would hire him any time soon. No idea if AAU would care, they only care about money but this could be high profile enough that they would reject him, maybe. None of those organizations are obligated to honor SafeSport, nor do they care about protecting athletes, the main issue to them is the media publicity. But I doubt he would try to join an organization, if he wants to keep coaching, he'll probably just be a private coach.
