It's can only be deemed clever if you're as depraved at they are. They considered all the potential places the holders of these pagers and walkie talkies might be when they detonated (i.e. close to children, standing in line in supermarkets, driving cars, etc, etc) and still thought it was worth it. You're undoubtably too stupid to know that Hezbollah has many civilian employees, including medical personnel, who use pagers, but the IDF is not.
This tactic is the very essence of terrorism, in that it's military strategic significance is basically nil and its psychological effect maximal-- i.e. civilian terror. I hope you'll keep your sense of humor when something like this inevitably happens in a place you frequent and to people you know and love.
Sane people know that the laws of war were not promulgated strictly out of concerns for others; they are based on mutual self-interest. For instance, if you are a US service member and the US condones torture, you can expect to be exposed to the threat of torture yourself if captured.
This is not a joke. All Panetta is saying is that if we don't condemn terrorism in all its forms we must be prepared to be terrorized ourselves. Is this the world any normal person wants to live in?

More than 3,000 people, including children, were killed or injured, many of them blinded. If this is "precision" then the targets were also civilians, which is a war crime regardless of the tactic used.

Under normal circumstances it would not matter who did this to whom and for what reason. People would instantly recognize it as terrorism. Even the worst conflicts have rules. But when it's Israel doing it to one of its enemy Arab societies, its instantly fine, even clever and sort of funny-- Ha ha, terrorist children died and people were blinded. We did it, but its always their fault.
Ask yourself, if there's no such thing as proportionality, why stop there? Why not just nuke everyone and solve "the problem". (Oh wait, some Israelis have already suggested this...).
