Comey was trying to hide all the evidence piling up about the widening email scandal as they found some of Hillary's emails on Weiner's laptop AFTER he had already publicly claimed that the investigation was over and that no prosecutor would ever bring a case. This was an enormous problem, because he said it was over before it was over.
Just before the election he decided that he could not wait, and that he needed to address it BEFORE the election so that he could exonerate her... again. So about a week before the election he said the investigation was re-opening to look into Weiner's laptop to see if Hillary was culpable for letting sensitive information get out, and SHAZAYAM, in about two days they finished their investigation! (Where apparently it takes at least 2 years to find out if Trump's guilty.) And of course the investigation exonerated Hillary again.
Comey was doing everything he could to help Hillary, but you'll never know it.
Oh, and now there are reports that foreign entities DID access Hillary's unsecured server!

Did the report actually say that Comey helped Trump?
no - that part is my conclusion.
But hard to not come to that conclusion. I mean according to the report, the AG said 'eh, comey, you really shouldn't tell the world about the wiener laptop emails this close to the election.'
Comey ignored that advice, announced the reopening of the election, and that probably threw the 70k votes to trump that decided the election. Comey said 'f it, I'll just be open with the American people and hope it all turns out ok.'
Hard to come up with a real interpretation other than that one.
And Strzok said "We'll stop it.", not "I'll stop it.".
We know what Strzok did to help Hillary and hurt Trump, but who else is part of the "we" conspiracy within the FBI and what did the others do to change the results of the election? Where is the Special Council consisting of nothing but rabid Republican donors and corrupt Republican attack dog lawyers looking into this? Where are the perjury traps, the midnight raids on lawyer's offices, and damaging leaks?
The FBI is a direct threat to our democracy. Where is the sense of urgency to fix it? Where are the calls for justice, other than from Trey Gowdy? Hmmmm.
All the people who should be helping fix this are telling us that Trump is a dictator and that his supporters are cult followers. They tell us WE are the problem.

Yeah. Strzok stated that as his goal, and he did it. But apparently the IG report didn't find that "bias" influenced any decisions. Strzok had motive, opportunity, a stated desire to make it happen, and he actually did the deed, but the IG report says nothing to see here.
To be fair, I don't think this IG report covers the corruption behind Trump's investigation, but there's enough to conclude that Hillary's investigation was tainted and should be re-opened. Strzok still works at the FBI. That's how corrupt that place is.

Started an investigation into a Republican President with the intent of taking him down. He also expressed a desire to change the results of the election, and he tried but failed in that.
This is easy stuff, but you won't understand it because most of this information won't make it into the Rat Maze. All you need to know is that we have a GIANT problem with corruption within the FBI and our system of governing can not survive if we don't fix it.
To you any attempt to fix it will look like "Trump destroying the public's trust in our government institutions, which means he's trying to bring down our democracy and make himself a dictator." So if it looks to you like Trump is destroying the country and has become a dictator, then that means serious problems are being fixed and the rule of law and accountable government are being restored!
That's how you interpret "Rat Speak" to understand what's happening in the real world.
