It's easy to believe that some specific alien AI would choose to exist on less power that what was available from its local star. But in order to explain why we don't see evidence of Dyson Spheres throughout the galaxy, then every AI would have to choose to exist on less power. That's harder to believe.
And as for the example of Humanity, we do not require less and less power. Our power usage has been increasing exponentially for centuries. There's no signs of any decrease.
