Simple, they get in the portal and the athletes already know where they want to go or have an idea. They call those coaches that day and if they school is smart they have money set aside for these kind of things. The school makes a verbal offer and boom it's a done deal.

They can't talk to coaches but can talk to the runners. The way I look at this, it was not the Coach that played a big role for Tyynismaa's transfer, but the runners on the team. Tyynismaa and any other runner who wants to transfer to NC State or other schools will always reach out to the runners first before the coach.

You are correct. Per NCAA 'rules', whatever that means in this day and age, coaches are not allowed to speak to athletes until they put their name in the portal.
Technically it's tampering if it happens but in truth everyone does it and in the end given how ridiculous all the rules are these days it doesn't seem to matter. what's best for the student athlete is really what should be considered.
