I mean they're basically saying Jewett should not have fallen despite being clipped by Amos. But the evidence that the contact with Amos was adequate to cause him to fall, is RIGHT THERE. He in fact FELL following contact by Amos.
The "Jewett cut him off" theory is honestly laughable too.
From the still images as Jewett made the tight pass and got to the rail his back and shoulders were arched indicating deceleration . Look for that . That puts Amos who in kick mentality and likely ready to accelerate in a bad position.
However , If there was no violation on passing , no cutting off Amos, why rule " incidental" contact? If it happened on a freeway and the car in front had no fault the car behind would one hundred percent be the liable party.
I don't agree that the contact was " incidental" at all , they were running in a single file once the pass was made. Either the pass caused the contact ,or Amos caused it, or both did, but it wasn't "incidental". Amos was just starting to go around Jewett, presumably at a faster speed than Jewett himself was running. This does put some scrutiny on him. He could have taken a few inches of Jewett's back kick space with the new angle and by not slightly decelerating , or putting a small hitch in his stride to pass, as is the norm in tight conditions.

The logic is still a bit messed up because the Australia who stayed on his feet was impeded, but did not advance. As his coach noted, he should have just fallen over and would have been advanced.

Amos would have survived to incidental clip if Jewett didn't go down.
But there is no way they rerun this race if it happened in the final. Prelims have this built in second chance.
To analyze this further:
The final q was 1:44.30 from the second heat.
In this third heat, Tuka got the second Q in 1:44.53. He was not affected by this fall.
Adding Amos is saying Tuka would have possibly been passed by Amos and Tuka would have been out.
You can't remove Tuka. He finished 2nd and earned his final spot.
Does anyone think Jewett would have passed Tuka and held off Amos?
Jewett positioned himself nicely but Amos was gearing up to make another move (and that's what caused the contact).
If Amos waited a half a beat longer, Rotich would have cleared them both and Amos could have have chased him to the line.
