Your first paragraph is mostly correct. Their goal was to sow discontent and distrust and to destabilize the US. But, they did want Trump to win and they celebrated their win, er I mean his win when it happened.
I think the solution is to prevent USA people (voters) from using online Internet during election season (all many months). Then the Russian trollers will have to robo-call them or something.

Didn't everyone already know the Russians were looking for chaos? It blows my mind that people are still surprised by this.
We had articles out before the election on CNN saying the Russians couldn't actually hack the votes but they could create some chaos. Remember, at the time Trump was saying everything was rigged. So they just wanted people to distrust democracy.

Were you one of the Democrats who thought Trump colluded with the Russians during the election? Did you think they hacked into voting machines and changed the vote totals for Trump? Which of us was misinformed and spewing drivel not based in reality?
Which of us said many times that if Mueller had any proof that Trump colluded with Russia then we'd already know it?

The groups (page 14) listed include: Secured Borders, Blacktivist, United Muslims for America, Army of Jesus, South United and Heart of Texas.
Several of these online groups were pro-Hillary and even HELD RALLIES for Hillary.
(cf. United Muslims of America the most obvious).
These same Russian groups organized the monster rally “Trump is not my president” in New York City on November 12, 2016.
All for the sake of anti-USA chaos.
