Of course they didn't offer. They were feeling it out by having a conversation, But it seems she or her coach or both said no before the actual offer was made. No technically, they "didn't offer". I am pretty sure they are trying to avoid the backlash of snubbing the top boys.
This sounds like a reasonable theory. I could see Foot Locker getting a feeler from her and IF she did want to go, then they might have also offered it to the top guy or maybe the top couple girls and guys to be fair. But if they weren't going to get Tuohy then they figured forget it.
