Like a lot of people have indicated, it depends on how serious an athlete you are. I was in Sochi, and a lot of the sports there have their world cup/big competitions continuing the weeks afterward, so they a) aren't going too big partying after their competitions and b) aren't hanging out in dorms and eating in cafeterias, which are less sweet than you'd expect. Also, although you could get beer in USA House in the Coastal Cluster, and maybe in some venues during competitions, the villages were officially dry, so it was a little harder for people to get alcohol. A few athletes did go out to dinners with some big-wigs and got lit, but I'm guessing there's a lot more fun stuff to do in Rio than around Sochi.
Additionally - at least for the Winter Olympics - USOC charters planes to get the majority of the athletes to the host city. I'm sure that there are some people hanging out for a couple of weeks after their events, but in the village I was in, the longest people were hanging out was 2-5 days. We went from our last competition to closing ceremonies to a chartered plane in about six hours.
Sochi/Winter Games in general might not have as much free stuff for athletes as Summer Games, but we were allowed to take some fancy mattress toppers (not Airweave, which is currently The Official Pad Supplier Of The USOC, but something like that) and the Official Sochi OWG Comforters (equivalent to a $12 blanket from Walmart, but uglier and rarer) from the Village. (I didn't take either, but some people stocked up.) And USOC shipped them to us for free, along with anything else we wanted to get to the US. It took me over six months to get my stuff (including my opening/closing ceremonies stuff), but at least I didn't have to carry that shit around for another month in Europe.

Apparently the Dutch team members have to leave right after they are done competing "so they don't distract other team members". They're also banned from leaving the village to go visit Rio for "safety reasons". Seems desperately lame to me.

We got $5000 in Sydney and Athens. I was gone 2 days after closing,In Sydney, but left the next week after my race in Athens. I didnt stick around for closing. but track guys are done early, so we had a 1 week or so before closing.
It was not difficult to sneak alcohol into the village. But we went to parties everynight. WIth drivers and free everything.
