I agree with this. It would be a great way to start moving towards lifetime bans as some pros would rather stop competing than pay back all their stolen prize money.
I'm all for lifetime bans, but this doesn't sound bad either: "Serve your time and pay back what you stole and you can compete again."
I actually thought this was somewhat enforced, but I guess not since Liliya Shobukhova is apparently eligible for the Olympics, but hasn't paid back her million+ dollars in prize money to the WMM.
It's a win-win for non-dopers. Many dopers will stay out of the sport permanently because they won't want to pay back money, and if they do pay back money, at least the non-dopers get their appropriate prize money back.
How about Americans who completely ignore their ban and collect prize $$$$ DURING their ban. You know, you know who I mean.

Looks like she is trying to scoop up another masters title. She got $10k for top master at Boston. I do not think the money is quite as good at Chicago, but she will probably have a shot at top master.
These race officials are spineless if they can't keep people like this out. Who are they going to offend by preventing her entry? Oh, man, I bet all the dopers out there will be outraged by how they've been treated! Can't risk offending them! This decision by these officials only serves to protect a proven doper.
You don't take EPO on accident. Lifetime ban should apply.

ADP athletes are eligible for open prize money.
It's all fair and OKAY by the rules, but that doesn't mean is fair and okay. While some would complain about a tighter standard being held by some over others, it is often the only way to make progress on an issue. WMM taking a stand on all sanctioned athletes, invited or not, would be a step towards life-time bans, (which I think are needed).

There is now an independent testing body for all nations (WADA) so the national federations should have much less say in this sort of thing, unlike the 80's. As far as I know, the US has thrown out far fewer positive tests among their distance runners over the last 10 years than either Kenya or Russia.

Ten thousand dollars for a 2h 45 min marathon? How many people ran way faster than that and never received a dime for their efforts? Affirmative Action is practiced at its most extreme in road races. What a joke, running is supposed to a pure sport where you are awarded based on your performance only.
A quick Google search mentions she never acted as if she were suspended showing up and jogging local races. Looks like she did get a coaching gig with a summer camp at Texas A&M Corpus Christi. Looks like she is being held up as a hero.
