The altitude conversions are supposed to be used for sea-level athletes who are competing at altitude. A 9:30 run at 4000' by a kid who lives at 4000-7000' is not equivalent to 9:15 at sea-level.
Look at the times run by the Kenyans at altitude during their national qualifiers. They don't lose 5 seconds in the 1500 or 15 seconds in the 3000.
The best state is California. Specifically, the southern section in California. The rest of California is pretty average. The southern section is the best because of the overall population and population density. Competition breeds success. That's it.
