My vote goes to Oregon.
Have seen this done before with stats that are probably 2-3 years old at his point. Pretty sure Oregon is right, followed by Kansas.
did you want to use the word despite? despite would be used if it were something like this...North dakota has produced the most sub 4 min miles despite being one of the least populated states.

why not cut it down more and say something like this...
Garfield, Kansas: population of 198 - has produced one sub-4 minute miler.
Populations have dramically changed since 1954, especially in the South and West; you'd have to take that into account for an accurate result.
Who runs sub 4 from Rhode Island?

Being from RI I doubt that RI has the most 4min milers per pop. density. However, per capita, RI does have the close to the most, if not the most PGA tour golfers.

I live in RI too, and can't think of any sub 4 guys.

Population is a constant fluctuation, usually a growth. If it was the latter, there would have been more than 4 million people per 31 AT sub 4 milers.
