I think we should be looking for a fictional character. I know Quinton Cassisdy in "Again To Carthage" has some noteable differences from Rocky Balboa but he does have one main similarity he is a fictional character too.
I don't think there has ever been a Rocky Balboa of real boxing so why would any other sport have a real version.

Jason Rexing.
Billy Mills
He wasn't even our #1 guy in the 1964 10000.
He won.
An official even had to ask at the finish, "who are you?"

Mills by far !
Having met Mr. Mills I would agree. He has this humble I am not anybody quality, a lot like Rocky.
Billy Mills is probably the best option!
Maybe Meb, he's real tough and everyone always seems to count him out.
There was a real Rocky Balboa. His name is Chuck Wepner, aka "The Bayonne Bleeder."
He was a former bouncer who landed a fight with Muhammed Ali. The $100,000 purse meant that he could train full-time for the fight for the first time in his life. Wepner knocked down Ali in the ninth, but had stepped on Ali's foot to do it.
Ali eventually stopped Wepner in the closing stages of the last round on a Technical Knockout (he knocked Wepner down, Wepner beat the count, but the ref stopped the fight).
Buddy Edelen. The man who really started the running boom.
