Interesting background to your question. You don't know whether it was a fresh or saltwater fish. Where did you find the picture.
Anyway it is a squawfish.

Is this it? If not, what is going on? Why can't this fish be identified!?
You can't identify it unless you have it's birth certificate.
So why is it that you don't have any information on the body of water it's from, or a picture of the whole body? Seems like it would be difficult to identify with just a picture of one angle of the head...
this is an interesting discussion!
It's a walleye or sometimes called walleyed pike. freshwater
That is most certainly NOT a walleye.
On a side note, I dislike the term "walleye pike" as the walleye is a member of the perch family and a pike is a member of the musky family, not closely related. I do concede it is a commonly used term.
Carry on.
I got yer walleye right here

Looks like sqauwfish to me. Each other fish mentioned on this thread is definitely WRONG.

Nope only this pic. And not sure on salt or freshwater. Probably fresh but not 100%
I will answer your question definitively, but only if you explain the context of your question. How do you not know if it is salt or freshwater?

I thought it looked like some kind of mackerel. Then again, I'm a mackerelist myself, so I think they all do.
I did not catch this fish. So I only have this picture, it's for a friend and he wants to know. This is all we have, sorry. Thanks for all the responses so far, the Squawfish looks pretty close but of course it's hard to say for sure.
Did you use these lures as bait?
A Walleye or closely related Sauger actually has a large eye that looks like it has advanced glaucoma or cataracts.
A Makerel actually doesn't look anything like the fish in the picture.
They have huge eyes with an enormous staring pupil.
