Absolutely right!
I remember watching the movie in the theater when it came out, in Philly, when I was in high school.
Overall, the movie was very popular in Philly, but during the running scenes, the audience was laughing like it was a comedy, as he was going frame by frame, into very obviously different areas of the city.
The mixture of local accents, places they said they were, and the places the camera indicated they actually were, did not match sometimes, so that got the audience's attention too. 34 years ago, different neighborhoods in Philly had noticeably different accents, something that Stallone, whose family was from Philly, apparently couldn't detect himself after living so long elsewhere. Now, the accents are less distinct, as people have moved around, but back then a guy on the corner could say ten words and you'd know whether he was from that part of Philly, or visiting.
