I told her I love her first in which she said I love you back. We broke for six months then got back together and I made sure not to say I love you first. She said I love while receiving oral. We've been dating for 8 years now and engaged for 4 1/2 years. Things are great!

Your making a huge error. You can't proceed from "I really like you" to "I really, really, really like you" to "I love you" just like that. You need more base. I'd recommend these workouts during the base phase:

4 x small present with 1 week rest

3 x sudden longing stare deep into her eyes followed by "just looking"

2 x nice dinner dates with 3 days rest in between

1 x not trying to hook up with her all night (builds post-nuptial shutoff tolerance)

When you're ready to peak try these:

1 x all out hand holding with your girlfriend in front of your guy friends

1 x snuggle up in pajamas and watch movies night (instead of getting roaring drunk with your friends)

4 x trimming nose hair

You should aim at 8-12 weeks of base, 4 weeks of steady workouts, followed by 2-3 weeks of a downward taper to "I love you".]

It was fine. She would say and I would just respond with "arent you adorable" but not in a demeaning way, more of a "arent you adorable" ...

Why don't you tell her you love her when you do, in fact love her? Seems to me you are lookng for some tactical advantage in timing it in a particular way.

about 3 weeks in for me, she said it first then i said it back. But I had known her for about a year and a half and we had been friends. No rush, but I would wait till she says it. I think it is just better that way.

Define "love."

Look man I'll help you out here. Listen to me and I promise you'll get it right. Each relationship is different. There are people out there who know they are in love after a week. There are people who it may take years to fall in love. Don't listen to the people who are turning this into a power struggle for who has the upper hand in the relationship or act like saying 'I love you' is some kind of tactical move in a relationship. This is a perfect example of how not to think.

Girls (and more appropriately people in general) love honesty and sincerity. If you have good intentions with this girl then telling her exactly what you are thinking is only going to make her love you. If you think she is special, then tell her she is special. If you think you are lucky to have her... Tell her that. What I'm saying is (And this is the key): You don't have to tell her you love her to tell her you love her.

Telling someone that you love them should not be a surprise or a big leap of faith. You should both already know it and you should both already know that the other person is thinking it. The words 'I love you' have an unnecessarily large amount of strings attached to them, and it is important to be careful when deciding when to utter those exact words. But, a lot of other words that mean almost the exact same thing are completely unregulated by the demented social norms that rule our lives. Soo... Vocalize your good intentions and feelings with some less convoluted phrases than 'I love you' and before you know it, the transition to 'I love you' will come so easily that you may hardly even notice it happened. True story.
