Yes, premixed by non-runner volunteers who may or may not care if the proportion is correct.
It is also not provided by many marathons because they have their own deals with other companies like Nuun, which has no sugars/carbs.
So, carrying gels is sometimes the only option for open runners. OP is obvious troll, but there are good responses here.

1-2 doesn't feel like enough. That's only 200 calories. I'm going to carry 4-5. A real pain in the hip flexors!, I will never again choose a marathon that doesn't have either GELs or gatorade provided.
FYI, this marathon just has water and Ultima. It has pretzel and gummy bear stations too... No gels. No gatorade.
