unless of course, they are not in indoor PB shape, don’t need an NCAA qualifying time, they simply want a race stimulus and they don’t want to disrupt their training.
That’s a pretty specific set of circumstance
Not all schools have the budget to go to Boston. Back in the day, if you wanted a fast mile or 3000....all you needed was a plane ticket to Seattle.

If you want to run the 5000 at NCAA indoor, you have to race at BU.
The college Men’s 5K in Seattle will be faster than the college men’s 5K in Boston this weekend.
well, will it be faster than was run back in December? But last year the top W 3000 times were run at UW. But this year BYU going to BU. Want legal (not oversized) records just in case?
I don't understand how submitted seed times work, or if there is any expectation that a submitted seed time is a real time that an athlete has run. But just toggling around tfrrs for a lot of the entries it stands out that many of them, especially those with __:__.00 times, haven't run the seed time, ever, some not even close. Is that just SOP?

I have the same questions and no definitive answers. Fwiw, other posters have commented on the matter in these threads:
In the case of Riggins, Chamberlain, Schweizer and Lemngole, those are simply their PRs. Hedengren ran 4:23.5 last June, so a 4:24 seed is “conservative.”

4:23.5 is Hedengren's outdoor PB. Her indoor PB of 4:26.14 was scored higher by WA. I'd call a 4:24.00 seed "fair."
