Do 19 year olds not improve a lot? I had a kid jump from 16:07 in high school to 14:49 as a freshman. Pretty sure he just drank a lot of mountain dew.
There may be multiple logical and acceptable reasons for improvement that do not involve PEDs.
Many, many, many years ago I improved over a full minute between my senior year of HS and freshman year of college. Pretty sure almost all of it was due increased mileage and training with better runners.
I also took 51:00 minutes off my marathon between my first at age 18 and second at 19.
Note, this is all a lot easier however if you are not already crazy talented or fast to begin with.

People are learning how to effectively load manage and cross train. It's happening even in high school at all levels. In our state the state record was annihilated, everyone in our city got massively better, my child ran a top 20 all time state XC time and was barely top 10. I know all of the kids and parents personally and nobody is doping here. It's more intelligent training and it is happening everywhere, at all levels. It's not surprising to me that it is happening in the NCAA and pro levels as well.

I attribute amazing HS success and subsequent growth of so many in college to Jay Johnson's "consistency is key" training system. Many more hs kids are ready for the college jump now. So, we are seeing spectacular improvements.
