Hollywood and Congress fomalized USOC and specific sports in 78 as caretakers of amatuer feeder clubs to the USA oly team. Rather it still today 100% totally, as intended, a fraternal, charity, non-profit, kids sports organization.
You are missing the point. No one expects USATF to have the same level of revenue as NFL, MLB or NBA. The problem here is that they ran a deficit in an Olympic year, when their revenue level is higher than other years.
It is also disappointing that they got only $1.2M from NBC/Comcast for their media rights. NWSL's current tv deal is $60M/yr. ESPN/ABC Sports is paying $115M/yr to show NCAA championships that do NOT include FBS and men's basketball. Why can't they negotiate a better deal?
