Unlikely scenario: If he has money (likely) his time inside will be more comfortable. He'll be sharing space with Chinese and other foreigners. Without money, in general population would be very challenging.

I don't defend them, but point out that in many cases they (the dopers) have been pushed/manipulated into crossing the line by (sometimes) Western managers. There are anecdotal reports that some dopers didn't even realise the products they ingested were prohibited.
On the other hand, Western based North African origin athletes like Katir, Ilias Fifa, etc, probably knew what they were doing and decided to risk all.

Velzian was a philanthropist, minimalist, not concerned with wealth or $ earnings. He lived in Kenya for decades with a frugal lifestyle. Ugali and kale were his go to diet requirements. He lived and died, age 93+, like a modest Kenyan. His mission - help Kenyan children develop their athletic abilities. For that reason, he was very popular with Kenya Athletics.
