1) rojo loves starting provocative threads for no reason. This one really isn't bad, but it's a fact. 2) Baltimore schools are abject failures by even the most generous of standards. This is a fact. So does Chicago. How many 0% passing performance stats do you need? 3) Ivy league schools have a well-earned reputation for discrimination against Asian applicants. Discrimination by race should NEVER be done at any University. Another fact.
Realistically, add 0.3 and you'll be closer to the actual time than the handheld time. There are starting block apps that will allow you to time your own response time. If you hold your phone in your hand, you can get a pretty good estimate on how quick you can react when you hear the "BANG" of the starter pistol.
I'm typically in the .4 range, but with a few attempts, I can get below .3. Old people have slower reaction times so .24 is probably a good guess. On the other hand, it's a HS meet. The timer could be an old volunteer.

To get back to the topic: 9.94 hand-timed in my youth was rounded to 10,0 and counted as 10.24.
Or perhaps they timed 9.61-9.70 and made 9.94 out of it.
In my opinion you can forget about the time. It could have been as PR, or super slow. The scientific worth of the time is basically zero.
Steve Williams ran that 9,9 world record 4 times, his Electro PR 10.07
In 1975 Cuban Sivio Leonad ran his WR 9,9 and a 10.15.

So looking at that a 10.24 just won't work, all those guys were far faster than a 10.24.
Herschel Walker 10.23 and he was nowhere remotelyclose to those above, Deion Sanders 10.26 and like Walker nowhere close to those 9.9 world record holders.
Additionally its impossible to hand time down to the hundredth of a second anyway.
Not to give you grief Rojo, but you went to two of the best high schools, and universities, in the world. Be proud of that. There are 10s of thousands of deserving Asian kids who will never have that opportunity due to your alma mater's racist admission policies.
I agree with the impossibility to accurately time to the hundredth. BUT what does his alma mater have to do with ANYTHING we are discussing??? I thought it was about converting hand timed to FAT!
