It’s flawed research. The states that spend the most per capita on treatment also have the highest rates of illicit drug use. It’s a self fulfilling prophecy.

Singapore punishes even negligible amounts of drugs incredibly severely. And they don't have a drug problem at all - no meth / fentanyl zombies wandering around. We need to adopt a zero tolerance policy for illegal drugs.

Not many people realize that because of the British forcing opium on the Chinese to balance out their trade deficit stemming from their tea addiction, at one point 25% of Chinese males were addicted to opium. The Chinese were able to get past that with harsh regulations. Our society would be far better off if we were to enact similar punitive measures. Our tolerance for drugs is a weakness that endangers our future.
