Some classic right wing fear mongering going on here. Yea, there are dangers in Chicago, but the biggest threat to this guy is getting nailed by a car or slipping on ice, not getting assaulted or shot on the street. He will just be the weird, skinny, Latino looking guy running through the 'hood and might get some looks or yells. Heck, he probably should be more worried about being deported on a student visa and getting sent to an El Salvadorian gulag.
This is accurate. Other than maybe getting heckled, which can happen in any neighborhood, this guy's going to be fine if he's running during daylight hours.
Funny thing is, I get heckled the most by teenagers yelling things out of cars or whatever more so than people on the street in minority neighborhoods. I will even get encouragement from strangers I pass. Because most adults realize it's stupid to yell at random people getting their workout on.
Lived and ran in cities all my life. Nothing has ever happened to me while running around. And I go everywhere. As long as he follows basic precautions such as running during the day and not drawing a ton of attention to himself, he'll be fine. The idea of you getting randomly jumped or shot for just running by reeks of someone who has little experience living in the city.

I've lived in and run all over New York City and Washington D.C. I've traveled to many different places in the world and gone for runs. The only times I've felt legitimately scared were running on gravel roads in Minnesota where people kept unfenced/unsecured dogs.

Oh yea, that's one thing I forgot to mention. Been chased by dogs both in the city and in the middle of nowhere. Again, funny enough, the city dogs are usually just friendly strays and the rural dogs are highly territorial barkers. I say usually, because I had a city dog chase me down a bike path for a bit once.
