Ever heard of Emily Sisson or Molly Huddle?
Is that supposed to somehow indicate that Boston is a good place to train? Because there are dozens of long distance runners who are better than those two who are not based in a place like Boston. Grant Fisher moved to Utah to spend more time at altitude. Obiri moved to the US and didn’t go to Boston — she went to Colorado. Kenyans and Ethiopians train in a place where the temps are moderate and altitude is high.
I acknowledge that sometimes the ideal training location in theory may not work for all people, and they can still have success. But if you are Valby, why not try some place closer to the theoretically optimal place and see.
Coogan was a podcast a few weeks ago, saying Valby would probably be training in Florida for much of March, “since they don’t have much going on” and she wasn’t digging the Boston weather. He also said they’ll be in Flagstaff for all of April. I don’t have any insight, but I did think it was odd that she’d be racing a 10K at the end of March, given those comments.
It sounds like Valby is calling the shots in that program. It wouldn't be a stretch to presume the other members of NBBoston are not in full agreement that a member for the club can just peace out in the winter. Check back in 24 months. The begenning of the end for that group.

Uhhh...No, she's not calling any shots! Part of coaching (you clearly don't know), is being able to adjust and "work with" your athletes. PV is young and new to the program, and maybe she's having trouble adjusting to the winter training in Boston. Not really a big deal, Elle is a great example, she commutes from Vermont to Boston for key workouts throughout the winter and spring. When April rolls around they head up to Flagstaff for their altitude camp where EVERYONE is required to attend. Once May comes around, they return to Boston when the weather is much better and prep for the summer. My only concern with PV is her adjustment to the training mileage and intensity. It's somewhat of a slippery slope for Coach Coogan, where he needs to be very patient with her workload and figure out what works best her. This easily can take a year or so to do it right.
I wish she went and trained with Dejeet or Mike Smith on Swoosh TC. Coogan has had some success with World Indoor medals, but very little on the Olympic Stage, or Diamond League Stage. It's great she got paid and all that with NB, but money is temporary, winning is forever.

Elite international long distance runners also have homes, and in the current environment most do not choose to live in places like Boston, especially if they live in a country like the US that has a diverse geography. And yes, I love Huddle and think she was great, but she never won a global medal, and thus there are dozens that are better than she was.
I don’t know if Huddle would have improved her performance level had she lived somewhere else. I am simply saying that the best in the world are not for the most part training in places like Boston, and these are the people Valby should be studying. Even if Valby never improves enough to be truly competitive at the global level, they provide a good example for her to at least try.
