I think for HMs for both genders this is totally fair. And on the women’s side, the nonstop pacing by male pacemakers takes away from the racing a ton in the marathon as well. World record HM/10K road attempts are pure time trials and it feels like conditions matter a ton as you say. The real test for Kiplimo is if he wins London. As good as he is, his last 2 actual races he flopped in Paris and got beat in Copenhagen when it turned into a real race.
Similar situation with Kejelcha, “cool” time trials in Valencia half and the 10K today. Can he win at World Road Champs, World Champs and in some Diamond Leagues.
Agnes Ngetich another who needs to win and run fast outside of Valencia, which she’s targeting at GST and Tokyo presumably.
