There are countless ways that #4 could be manipulated by outsiders to produce a desired result, or be doping positives among a group totally irrelevant to the elites from that country.
Anyone who even suggests that type of remedy certifies as a moron. When the 23 Chines swimmers tested positive it should have impacted their eligibility and nobody else.

Number 1 needs to be a recurring situation. I can definitely see an instance in which an athlete cheats on their own without assistance from the coach or agent, but if this happens repeatedly, it would make it much more likely that the coach or agent is involved.
I'm not in favour of number 4 at all. Collective punishment just creates more injustice. Not to mention that some countries are far bigger and more decentralized than others. Therefore, it isn't outside the realms of possibilty that a single training group - in one small pocket of a country - may get popped one day, and then everyone else (who has nothing to do with them) are penalised simply by existing inside the same arbitrary border.
Coaches should be able to identify their dopers before the AIU or NADO does. Agents, yes, maybe after 5 popped athletes?
5) Have all NADOs and the AIU publish their testing history like USADA (tests per quarter for each athlete, see ).
6) Publish all missed tests along with the explanation.
7) Then dismantle the NADOs and give the money and resources to the AIU.
8) Reanalyze the samples of places 1 - 6 of all Olympic and World competitions before their "legal" expiry, not just the ones hand-chosen by WA/IOC etc.
9) Reinvestigate the 2015 IAAF/WADA scandal by a truly independent committee.
Listen, if a Nordic country or Scotland or whoever, with a small population and was experiencing mass domination, then the focus would surely be on them. Like it was with Russia. Russia is about as white as you can get. Russia is the only country with a national ban.
So, tell me again, how it is writing "East Africa racist, when their populations are modest, but they experience mass domination?

These last two marathon "records" by women are the true breaking point, and I'm glad that the public, at least those of us who follow the high levels of the sport, are finally speaking up. Particularly someone with the track record that Peter has, since we know that there is absolutely no chance that any of this gets adopted, but it gets attention from people and media.
They made a mistake, having a 2:15 runner jump, suddenly, to 2:09. When the former "800 meter specialist" suddenly runs 2:11 it was much easier to claim, "we didn't know she could do that!" and throw their hands up in the air. Now they've shown us that there is a new, undetectable rocket fuel out there that world class runners can take and the % of gain to their racing is just insane. Thanks for clueing us in. I can't sign based on the premise that Ruth's 2:09:52 exceeds FEMALE limitations. I have three daughters and I place no such limitation on them in athletics in any discipline.

The timing of this is also odd given that: (1) new shoes have completely changed the times. Paula's marathon record was far more an outlier than Ruth's 2:09 b/c there was no technology issue. Old times don't mean anything given new shoes (2) the resurgence of runners from outside of Kenya and Ethiopia shows that Kenyan and Ethiopian dominance might have been partially a result of other countries getting weaker b/c of low mileage programs or focusing on other sports

4 is so incredibly dumb it’s a complete nonstarter. Countries should be evaluated on a rate basis. If a country has 25 elite athletes like let’s say Denmark and 5 were doping that’d be a bigger problem than another country let’s say America having 1000 elite athletes and 11 dopers. Also disincentivizing countries from reporting positive tests of testing/targeting dopers is also silly.
This is exactly the kind of candyass racism take, id expect here.

LOL sir!!!!! I'm an RF physicist and who knows better about reason and persuasion than I do alright!!!!!!!! Don't tell physicists how to think reason and persuade cuz it's in their DNA!!!!!!!!!!! Different standards and bars of evidence apply to different types of human events in space and time you feelin me right????? The evidence bar for doping is set really low and for good reason!!!!!!!!!!! Courts of law don't work as they can't eradicate even homicide, hence we need to rely on TOTAL REASONING!!!!!!!!
Look Noah, I admit you have a decent suggestion over here about rates but you have a history of showing touching sympathy for fellow suspicious American athletes while even Coevett comes down very hard on suspicious British athletes in the past which shows his impartiality!!!!!!!!!!!
