I know almost no runners' names and very little about running in general. But I saw a video of Paul chelimo running around a track and I'm certain he is the answer
"Cool" is not the same as "best" and "best" would be subjective anyway, so I'll vote for Potato Tim. I just love watching him run because of how different and "cool" it looks.

Off the top of my head, Moh Ahmed also comes to mind as someone with smooth and effortlessly cool form. I can’t think of any female runners at the moment, though. Maybe Faith Kipyegon? Are there any other runners whose form you think is cool—or even enviable?"
