The main difference is pockets. Some things like nike pro work out to be more like underwear due to lack of pockets and somewhat of a softer crotch area. My own nike pro pants are see through in the crotch and that's just between me and the mrs.
Is there any actual difference between half tights and compression shorts? Other than the ugly giant manufacturer's logo on the waistband of what is marketed as a "compression short" these days, they seem to be the exact same garment to me.
The half tights are maybe a bit thicker?
Yes. You can basically see a complete outline of your penis in the compression shorts. It’s creepy to wear them.

As a chubby guy I prefer the tight/short combo because the tights help with chub rub and the shorts hide my abnormally small peen. Someone asked if I was transitioning and I wore the combo ever since..

I don't think it's any more or less weird than a woman running in just a sports bra for a top, which i think most people view as fine on a hot day. I run in short running shorts and no shirt all the time. No biggie.
I have some old compression shorts that are fine to run in, but the newer materials are way thinner and see through if stretched. It's not a comfortable realization when you bend over stretching the mirror and can see your entire whale eye staring back at you after an hour on a busy trail...
If you do a stretch test and your unmentionables are staying hidden (except the dong; let that puppy fly) then you are good to go. 99% of people will not distinguish from half tights.
You can also double layer the compression shorts for better protection
