"free" is one thing. a low percent partial is another. low percent partial, particularly if you are on a lot of aid, is just another discount, one of many pieces, and i want to know the drive out cost. and, to me, most nonrevenue kids are offered partials.
re the "full" argument, there is a point where you're settling or obsessing too much about finance. eg a kid who can get in an ivy isn't going juco. particularly if they qualify for free tuition. i get indiana vs. notre dame. similarly i was offered partials to d2/naia. meh. what if your d3 is a pretty good school and program. at a point it's just flattering financial aid and roster security among 20 other comparisons.
