Yes we all know Jakob is the best, that's why it's a big deal anytime he loses. But a few years ago he was clearly the best, now there are several other guys able to run 3:27-3:28 and compete with him and each beat him sometimes, and specifically he has shown he has a very hard time winning championship 1500s. He's lost three 1500 championships in three years. Granted a different person won each time so it's not like there is one specific person better than him, but Jakob is definitely not the be-all end-all like it seemed he might be a few years ago.
1500m is the bottom of Jakob's range of excellence, and while he is holding on to being the top runner in the event, he is barely doing so. If he really wants to make a name for himself historically in the 1500 at this point, given all his championship loses, he's gonna have to break the WR in the 1500 or at least the Mile.
