I have been coaching for 25 years. My fastest freshman this year was 1:58. I have never had a year when our best freshman was slower than 2:03. So yes, his statement is true that a freshmen race would be won in a time between 1:55-2:00 at a state level for the majority of states.

I really believe it depends on the state. I read his post that ANY race of only freshman would be won in 1:55-2:00. Not in Maine at least. Most Freshmane only races I have watched have been closer to 2:00 - 2:05. We don't have a state meet of freshmen.

Like the women time to win the Olympics or WC 800 (1:55-2:00) is basically an average freshman high school race winning time.
Whereas the 5000-10000 winning time is almost college level race.

Considering the women's 1000 meters world record is 2:28.98, the men's 1000 meters world record is 2:11.96 and yesterday's winning time was 14:28.56, this basically would be like the men closing a 5000 in the low 13's with a ~2:16-18 last k. I however don't remember a single race with such splits. Maybe much slower 5000's were closed in sub 2:20 before, but definitely not races that fast.
Any explanations for this phenomenon?
Norah Jeruto claimed its because stomach ulcers allowed her to have more red blood cells than she previously had, coincidentally right before championship performances. Successfully claimed.
Gotta love those handy stomach ulcers.
