Yes, that’s correct. When he was there, he had a 4:17 guy sitting and watching the National XC Championship.
He technically had two. Cantu’s PB in the fall of 2021 was also 4:17 and he was not top 7 at that time. He was top 7 in 2022, so he does not qualify for this title.
As of March 30, 2024, NP only has one sub 4:20 guy (2 if you include Doshi who did it in the past, when Brosnan was the coach). It will probably be corrected by end of the season however.
CBA has a long list of sub-4:20 guys that did not make the varsity team that year. However, almost all of them were underclassmen and did end up making it in the future. As far as I am aware, Clark Mangini in 2013 is the fastest for them that never made it, and he ran 4:19. He also ran 1:53 and 50.xx open, and was primarily an 800 guy.
FWIW, on their current team, Luke Hnatt has run 9:18 but didn't make their varsity this fall. He's only a sophomore, though, so he'll be on the team in the future. Their fastest senior not on varsity only ran 4:41.

Ryker Bement from American Fork has run a 4:19.0 (1600) and was not top 7. But he is only in grade 11, so he should make the team in 2024.

Jakub Zivec ran for Grand Rapids High School in northern Minnesota and couldn't crack varsity! He went on to win 2008 Foot Locker Midwest Region and Nike XC Heartland Regional meets...earned first-team All-American honors with fifth-place finish at Foot Locker Nationals...was runner-up at the Nike XC Nationals in 2008 as well.
At Florida State he won regionals and ended up 21st at nationals to gain all american honors. BUT still never could crack that varsity squad for Grand Rapids high school and absolutely dominated JV races.

Zivec was forced to run JV because he was from Czech Republic and he attended his Minnesota high school without being part of a recognized international exchange program.
He was by far faster than anyone on his team. If he was allowed to run varsity, Grand Rapids would have made the state meet. Instead, they missed the state meet by 9 points

Manwaring ran a 9:12 32 split at NIN and a 9:16 32 at altitude. He was Herriman’s 6 at NXR and went All-American at runninglane when they didn’t bring him. I think a 9:12 junior takes the cake, Marks and Manwaring ran the same time in the mile at NIN
