Much as I’d like to see that I think the athletes have a different goal and that’s to knock out a qualifier early. Splitting the heats evenly, and keeping people with their teammates, maximizes everyone’s chances of hitting that goal. Otherwise you end up with one heat that’s too crowded or too fast paced, and another heat that’s too slow.
If Klecker or Nuguse hit a fast time, it’ll be interesting to see if Kincaid tries to top them.
