O.K., I know it's hard to "track" from the videos of this race, but any good relays coach (is that a contradiction in terms for Team USA?) in a mixed relay would have the men run longer legs than the women by how they mark off the exchange zones. Thus, the men would likely have slightly slower (i.e., longer) one lap times, while the women would likely have slightly faster (i.e., shorter) one lap times.

Okay, I can see where you're coming from. A flying 400m split of 45.13 isn't that impressive, but the truth is is that he made up ground on the 3rd leg Dutchman and helped the US to a gold medal and WR in a global championship. This is team sports, and he didn't even have the worst leg anyway. That would go to Rosey Effiong, so this is just pure hate.
A win is a win is a win. (Even if we needed Femke Bol to do a faceplant so we could get that win)

He actually was behind the Dutch runner when he got the baton and immediately passed him, only to lose the lead late.
Where are people finding the splits in that race. Someone posted them yesterday on this website and everyone takes them as gospel.
The announcers said Robinson split 45.1 on the opening leg during the broadcast but the post on lets run had him min 44s

Yes, you would have the men take the baton early in the zone and hand it off late in the zone. Wise strategy.
No, splits are taken at the 400m mark, regardless of who has the baton there. If Boling's official split was 45.13, that was for 400m.

Does NCAA let Boling keep these non-Olympic bonuses while staying amateur? I know they get to keep Olympic bonuses, but also Worlds? And does a WR bonus get treated like a medal or differently? I read something where a college swimmer set a WR at an Olympics and it sounded like they parsed between the medal bonus from USOC and a WR amount that would have come from FINA, allowing the former but not the latter.
FWIW, a UT swimmer got 80% of $740k for winning a Rio Olympic swimming gold for Singapore. I say it that way because they nominally awarded him the total but then obliged him to give 20% back to their swimming fed.

45.13 split? Shouldn't he be running 44.5 or faster?
