Registry and even charges are rare, among the large denominator of people caught by law enforcement peeing and pooping publicly. The cases that makes headlines are the exceptions that prove the rule, and usually egregious on the part of the pooper (e.g. kids nearby) or law enforcement (e.g. racist police jamming people up).

For everyone talking about how its just natural and will biodegrade and is good fertilizer? Human waste takes about a year to fully degrade in the wild, can contaminate groundwater and is a major source of giardia transmission.
Even pet waste is bad for the environment, and the USDA and EPA both insist that it should be cleaned up immediately, and disposed of properly rather than let degrade.143 -
