I have a pair of the Tracksmith underwear briefs. They are a bit pricey but they are by far the most comfortable brief I have worn under a pair of tights. You also might want to look into purchasing tights that have a brief already built in. Tracksmith has those too.

Nike's aeroswift half and full tights have a built in brief (same as a normal pair of running shorts). Best tights tights I've ever worn. I refuse to buy tights that don't have a brief now.

I wear Saxx Sport Mesh (or something like that) boxer briefs for all of my running, including when wearing tights. (I have a spermstocele - basically a cyst on one of my nuts. It hurts when it bounces around. The Saxx “ballpark pouch” has been a Godsend for me for that. This sounds silly but I’m completely serious. And they work fine under tights too.

If your ordinary everyday underwear is boxer shorts I'd suggest switching to briefs. Or, and I mean this most seriously, a pair of women's panties with no seams on your sensitive areas works the best. Or you can go to your local hardware store and get some 30 grit sandpaper instead. To each their own.

I just wear split shorts under my full tights. Sometimes I might wear half tights underneath full tights instead, but generally just shorts under tights
